The Shining Hill Secondary Plan, approved by Council in February 2026, guides the creation of a new residential community in southwest Newmarket. It sets out where homes, parks, streets, community spaces, and natural areas will be located as the area develops over time. The plan is part of the Town’s Official Plan and will be implemented through future development applications.
Shining Hill is located west of Yonge Street, east of Bathurst Street, and north of the Newmarket-Aurora boundary, covering about 83 hectares. The community will be built as a series of walkable neighbourhoods with nearby local services, transit connections, and a well‑connected network of sidewalks, trails, and bike routes.
The plan includes a strong focus on parks and community amenities, including a future dog park, community garden, neighbourhood parks, and open spaces that support healthy, active living and opportunities to connect with neighbours.
Protecting the environment is a key priority of the Plan. Significant areas are designated as a Natural Heritage System to safeguard important natural features. In total, 33 hectares of significant natural heritage, primarily forested areas, are protected to support ecological integrity and long-term environmental health. The Plan aims to accommodate 1,000–1,500 new homes, including opportunities for intrinsic affordability and age-friendly housing. New homes will also be built using sustainable and energy-efficient design, supporting climate resilience and lower environmental impact.
Shining Hill is planned as a complete, welcoming community that balances housing, nature, mobility, and quality of life for future residents.
